Unless prohibited by federal or state law, the City Council may delegate its powers and authorities with respect to a cable operator to one or more duly authorized representatives of the city, including the Mayor, the City Manager, a cable advisory committee, or an outside consultant; provided, however, the City Council may never delegate its power to franchise or to revoke a franchise to another person.
