No permit shall issue until the applicant shall:
(A) Furnish to the City Manager written evidence that a public liability insurance policy, in amounts of not less than $200,000 for one person, $500,000 for any one accident, and $50,000 for injuries to property, and including as a beneficiary the city, shall be in force during, and for 24 hours before and after the permitted event or, as the case may be, during the period of the permitted flight(s), descent(s) and ascent(s); and
(B) If there will be descents or ascents, or both, deposit with the City Clerk a surety bond, to be approved by the City Manager, in the sum of $2,500, or in lieu thereof, cash in that amount, conditioned that no dirt, paper, litter, or other debris will be permitted to remain upon the tract of land used for such purpose.
