The City Council shall have a right to select and engage rate consultants, accountants, auditors, attorneys, engineers, and other experts as deemed necessary or desirable to advise and represent the city in evaluating any proposed rate change. The utility shall reimburse the city within 90 days of the presentation of a bill by the city for the reasonable costs of those services to the extent that such costs, as determined by the City Manager with approval of the City Council, exceed the filing fee for the rate filing. Should the filing fee paid by the utility exceed such costs, as so determined, the amount of the excess shall be refunded to the utility.
