The City Council shall establish by resolution or ordinance the amount of a fee to be paid prior to release of an animal to the owner or harborer thereof. Such fee may be either a single amount, plus a per diem amount for each day, or part thereof, during which the animal remains impounded or, alternatively, only a per diem amount for each such day, or part thereof.
