The City Manager, upon denying an application for a carnival permit, shall be empowered to authorize the conduct of the carnival on a date, at a time or place, or on other conditions different from those specified in the application. An applicant desiring to accept an alternate permit shall, within 24 hours after notice of the action of the City Manager, file a written notice of acceptance with the City Manager. An alternate carnival permit shall conform to the requirements for, and shall have the effect of a carnival permit under, this article.
