No license granted under any provision of this municipal code shall continue in force or effect after the expiration of the municipal year in which such license was granted, unless otherwise specifically directed by ordinance, resolution, or motion of the City Council, or unless such license is palpably permanent in nature and so intended to be, as indicated by the enabling action taken by the city.
