There is hereby established in the city a public library and reading room, which shall be forever kept and maintained by such city and shall be known as the Scottsbluff Public Library. Whenever in this municipal code there shall be used the term “public library”, the same shall be held to mean the Scottsbluff Public Library and to include both the library and the reading room.
