Upon the alarm of emergency, the Fire Chief, the City Manager, or any police officer of the city is hereby empowered to call for and require the aid of any motor vehicle or of any person in drawing any fire engine, fire apparatus, or other equipment to or from the fire. It shall be unlawful for any person to willfully fail, refuse, or neglect to render such assistance.
