(A) Before a permit to connect to a water main of the city shall be issued, all applicable fees listed below shall be paid.
(B) All fees shall be placed in the Water Fund of the city and shall not be subject to refund.
(1) A basic connection fee of $32;
(2) The applicable fee provided for in the resolution adopted pursuant to this article; and
(3) If the premises to be connected are outside the city and the line to be connected is:
(a) A main, a fee of $150 for each dwelling, business, commercial, industrial, or agricultural unit that will be served by the line; or
(b) A service line, a fee of $150, unless the fee described in division (B)(3)(a) above has previously been paid for the premises.
