Before a permit to make a connection or extension as provided in this article shall be issued for a premises outside the city, the applicant shall pay to the City Clerk a tap fee of $20 and a sewer plant investment fee of double the amount set forth in § 6-6-5 of this subchapter, depending on the size of the water meter for the premises. These fees shall be paid to the City Clerk for each dwelling, business, commercial, industrial, or agricultural unit that has been or is proposed to be connected, except that no fee shall be charged for units for which a fee for connection has already been paid.
