Upon satisfactory showing made by the owner or harborer of any animal that the original license tag or plate has been lost, and upon payment of the fee specified in Chapter 6, Article 6 of this code, the City Clerk shall issue a duplicate or new tag or plate for the balance of the year for which the tax has been paid.
