§ 6-4-3 ABANDONED PERSONAL PROPERTY; IMPOUNDMENT.
   Whenever a police officer shall find in the streets, alleys, or public places of the city, or there shall be received by any police officer, any article of personal property that has been abandoned or the owner of which cannot be ascertained and located after reasonable inquiry, the police officer may remove and impound such property, provided nothing in this article shall apply to motor vehicles.
