No burial of human remains (whether of bodies or cremated remains) may be made within the city except in a municipal cemetery of the city or except as otherwise provided herein. Cremated remains may be buried in a columbarium constructed, in accordance with plans and specifications approved by the Planning and Building Official, on a lot or tract owned by an incorporated church organization on which there also exists a church sanctuary building used for religious purposes.
