The owner of the lot or tract of land or, if the WECS is to be erected, maintained, or operated by some other person, such other person shall maintain liability insurance covering loss or damage to persons and property by the WECS in a minimum amount of $200,000, and shall maintain on file in the office of the Planning and Building Official a certificate of the insurer showing such coverage.
