The Planning and Building Official, or his or her duly appointed deputies, may inspect or cause to be inspected all public or quasi-public buildings, schools, halls, churches, theaters, hotels, tenements, commercial offices, manufacturing or loft buildings, and all structures that are not buildings, for the purpose of determining their structural safety. Whenever the Official shall receive information that any other type of building or portion thereof in the city violates the provisions of this article, the Official or his or her duly appointed deputies may inspect or cause to be inspected such building, structure, or portion thereof. It shall be the duty of every owner, agent, lessee, or occupant of any building or structure to permit such an inspection at any reasonable time.
