It shall be unlawful for the owner or occupant of any building or structure within the corporate limits of the city to cause or permit such building or structure to become or remain an unsafe building or structure within the meaning of this article. Any such building or structure is hereby declared to be a public nuisance, and shall be repaired, rehabilitated, vacated, or demolished, as the case may be, as provided in this article.
