All such officers as are appointed pursuant to this article, and all regular and special members of the Police Department and Fire Department, are hereby authorized to execute such orders and directions as are reasonably necessary to the administration of the measures herein provided for; and such officers are hereby further authorized to arrest any person found violating any of the provisions of this article or any of the orders, rules, and regulations promulgated pursuant hereto.
