PERMANENT COSMETIC FACILITY. A facility where procedures are performed in which permanent color technology is applied or pigment is applied with a needle, electronic machine, or other means to produce a permanent mark visible through the skin. Procedures include, but are not limited to the application of eyeliner, eyeshadow, lip, eyebrow, or cheek color for the purpose of enhanced aesthetic; scar concealment; and/or re-pigmentation of areas involving reconstructive surgery or trauma. A PERMANENT COSMETIC FACILITY must obtain appropriate licensure through the Nebraska Department of Health and Human Services for body art facilities.
