§ 25-2-1 WORDS; USAGE.
   The following words are used in this chapter in the following manner.
   MAY. A person, organization, board, or association may, but is not required, to act in the manner stated.
   SHALL and MUST. A person, organization, board, or association has a mandatory duty to act in the manner stated; such words are not used to declare a legal result.
   SHALL NOT, MAY NOT, and MUST NOT. A person, organization, board, or association has a mandatory duty to refrain from acting in the manner stated.
