The City Council finds that the regulations contained in the Scottsbluff Zoning Code are necessary to:
(A) Encourage the most appropriate use of land;
(B) Lessen congestion in the streets;
(C) Secure safety from fire, panic, and other dangers;
(D) Provide adequate light and air and freedom from undue noise;
(E) Prevent overcrowding of land;
(F) Avoid undue concentration of population;
(G) Facilitate adequate provision for transportation, water, sewerage, schools, parks, and other public requirements;
(H) Protect properly from blight and depreciation;
(I) Protect the basis for taxation and secure economy in government; and
(J) Promote health, safety, morals, and the general welfare.
