The following activities are exempt from obtaining a permit and from following the procedures required in this article:
(A) Cemetery graves;
(B) Emergencies posing an immediate danger to life or property, or substantial flood or fire hazards; or
(C) Those undertaken on agricultural land for the production and management of crops for economic benefit.
