§ 23-6-5 WATER EMERGENCY; CONDITIONS FOR DECLARATION; RESTRICTIONS ON THE USE OF WATER.
   (A)   The City Council may, by resolution, declare a water emergency when one of the following conditions is met when:
      (1)   After normal pumping, water storage does not regain 80% of capacity by 5:00 a.m. each morning;
      (2)   Groundwater levels have fallen significantly below the water warning levels; or
      (3)   When daily consumption exceeds 80% of the water system capacity.
   (B)   Upon promulgation of an appropriate resolution by the City Council declaring a water emergency, restricted water use is not allowed. This restriction shall apply to both utility customers and private well owners.
