Where used in this article, the following terms shall have the meaning set forth unless the context clearly indicates otherwise.
DAILY CONSUMPTION. The amount of water consumed in the city in a 24-hour day. DAILY CONSUMPTION is calculated by subtracting the readings on the meters on the city’s wells from the readings the previous day, and then by adding the difference for each well.
PRIVATE WELL OWNER. A citizen who owns a private well in the city that is not connected to the distribution system.
RESTRICTED WATER USE.
(1) Public or private use of water outdoors, including but is not limited to lawns, gardens, trees, shrubs, plants, parks, golf courses, playing fields, swimming pools, or the washing of vehicles, boats, trailers, sidewalks, driveways, and exterior of buildings;
(2) The use of water for industrial, commercial, or agricultural purposes; or
(3) The reasonably necessary use of water for the health and hygiene of employees, while they are engaged in the performance of their duties at their place of employment shall not be considered a restricted water use.
UTILITY CUSTOMER. The customer on record who pays fees for the use of water for any purpose from the city distribution system.
WATER. All water available to the city introduced by the water distribution system.
WATER STORAGE. The amount of water held in the city’s water towers.
WATER SYSTEM CAPACITY. The total production from all the city’s operable wells at maximum production for a 24-hour period.
