The City Manager and all city employees shall be relieved from personal liability for acts taken under this article. The city shall hold harmless the City Manager and all city employees when acting in good faith and without malice, from all personal liability for any damage that may occur to any person or property as a result of any act required or authorized by this article, or by reason of any act or omission of the City Manager in the discharge of his or her duties hereunder.
