Where water service has been discontinued as provided in this article, it shall not be restored until the consumer has corrected or eliminated such conditions or defects in conformance with this article to the satisfaction of the City Manager. Water service shall not be restored until the reconnection fee described in Article 2 of this title, has been paid.
