The city, in the discretion of the City Manager, may retain and use an impounded abandoned automobile of the type described in § 22-9-6 of this article, sell it at a private sale or public auction, or otherwise dispose of it. Provided, if the automobile be sold, the proceeds of sale shall be applied, and the balance, if any, held and paid over as provided in § 22-9-15 of this article.
