§ 22-8-3 TRAFFIC; POLICE DEPARTMENT; POWERS; DUTIES; GENERALLY.
   Subject to the provisions of §§ 22-8-1 and 22-8-2 of this article, any police officer and Police Chief, city employee designated by the Police Chief, or volunteer with the Volunteers in Police Service (VIPS) or Community Emergency Response Team (CERT), are hereby authorized, empowered, and ordered to exercise all powers and duties with relation to the management of street traffic, and to direct, control, stop, restrict, regulate and, when necessary, temporarily divert or exclude, in the interest of public safety, health, and convenience, the movement of vehicular, pedestrian and animal traffic of every kind in streets and parks, and on bridges in the city.
