§ 20  EFFECTIVE DATE; REPEAL OF CONFLICTING LAWS.
   This Act shall be in force from and after its ratification, and all laws in conflict therewith are hereby repealed.
   In the General Assembly read three times, and ratified this the 11th day of March, A.D. 1901.
