§ 9  PENALTY FOR REFUSING TO WORK ON STREETS.
   Any person who shall refuse to work upon said streets as aforesaid or pay said sum of two dollars in lieu thereof, after he shall have been duly notified as required by law for working the public roads, upon conviction before the Mayor or any justice of the peace, shall be fined two dollars and the costs, and upon failure to pay the fine and costs, he may be sentenced to work on the streets for not more than twenty days.
