At each regular election there shall be elected a Mayor to serve for a term of two years. The terms of Commissioners shall be four years. At the regular election in 1973 and quadrennially thereafter, two Commissioners shall be elected. At the regular election in 1975 and quadrennially thereafter, three Commissioners shall be elected.
