§ 3  CORPORATE POWER AND AUTHORITY VESTED IN MAYOR AND FIVE COMMISSIONERS; ELIGIBILITY TO HOLD OFFICE.
   The corporate powers and authority granted the said town, Scotland Neck, shall be vested in a Mayor and five Commissioners. No person shall be eligible to hold office in said town unless he is a duly qualified voter therein.
