§ 5  CONTINUATION IN OFFICE OF APPOINTED COMMISSIONERS.
   The Commissioners, to wit: John Nichols, Eli C. Biggs, and N. B. Josey, appointed by this Act, shall be and continue such, until their successors are elected and qualified.
