§ 4  ELECTION AND TERM OF OFFICE OF COMMISSIONERS.
   An election shall be held once in each and every year, on the first Monday of January, by the inhabitants of said Town of Scotland Neck, who have been domiciled within the corporate limits of said town for three months immediately preceding the date of election, qualified to vote for members of the House of Commons of the General Assembly of North Carolina, for five Commissioners of the aforesaid town, who shall hold their office for one year, or until their successors are elected and qualified.
