The Fire Department or the police may lay off, by rope or otherwise, such portions of the street and lots adjacent thereto as may be deemed necessary for properly fighting any fire. It shall be unlawful for any person, except owners of burning or endangered property, to cross over or enter such enclosure without the permission of the police or firefighters.
