§ 91.16  DOGS AND CATS PROHIBITED FROM RUNNING AT LARGE.
   It shall be unlawful for the owner or keeper of any dog or cat to suffer or permit such dog or cat to run at large within the corporate limits of the town, and the running at large of any dog or cat shall be prima facie evidence that its owner or keeper suffered or permitted such dog or cat to run at large in violation of this section; provided, that nothing herein contained shall prevent dogs or cats from going on the streets of the town when properly leashed and accompanied by the owner, keeper or some other person. Any person violating this section shall be punished as provided in the penalty provisions of this chapter.
