§ 90.10 VICIOUS OR DANGEROUS ANIMALS.
   It shall be unlawful for any person to own or to allow to be in or upon any premises occupied by him or her or under his or her charge or control, any animal of a vicious, dangerous, or ferocious disposition, or any animal which habitually manifests a disposition to bite or endanger the public or other animals without the animal being securely confined within the premises of the owner and at a safe distance from persons lawfully upon the sidewalks and streets. If, upon the trial of any offense mentioned in this section, it shall appear to the court that the animal is still living, the court may, in addition to the usual judgment of conviction, order the Animal Control Officer to forthwith put the animal to death. It shall be unlawful for any person to tease, annoy, or irritate any such animal confined as hereinbefore described.
