§ 90.09 OFFENSIVE DOGS OR CATS.
   It shall be unlawful for any person to own a dog which, by continued or frequent barking or howling, annoys any neighborhood or person, or which habitually barks at or chases any person or vehicle to the annoyance of the person or operator of the vehicles; provided, however, the provisions of this section shall not apply to any animal shelter owned or operated by the city and any dogs kept therein. It shall be unlawful for any person to own, keep, or harbor any cat which shall annoy or disturb any person or neighborhood.
