All poles, wires, transformers, and other electrical equipment shall be of the quality and installed in the manner as the Board of Public Works may prescribe, or a may be required in the Municipal Electrical Code. In all cases where the required materials or installation procedures have not been specifically prescribed, or where it is unreasonable to comply literally with any of the regulations, the Utilities Superintendent may modify the regulations subject to the review of the Board of Public Works in the interest of the public health and safety.
