The Board of Public Works shall have the authority to classify customers for the purpose of setting electrical rates. No electric service shall be furnished to any customer at any other rate than that provided in the schedule of rates prescribed by the Board of Public Works and filed in the office of the Municipal Clerk and the office of the Utilities Superintendent. There shall be no discrimination in rates as between customers using equal amounts of current for the same purpose under the same conditions. No flat rates except for contracts pertaining to railroad crossing lights shall be allowed.
