The Board of Public Works has the power and authority to fix the rates to be paid by electrical consumers for the use of electricity. All rates shall be on file for public inspection at the office of the Municipal Clerk and the office of the Utilities Superintendent. The Utilities Superintendent shall bill the consumers and collect all money received by the municipality on the account of the municipal electrical system.
