All users shall be billed monthly with the monthly billing being computed as prescribed in § 50.21 and adjusted to the nearest $.01. The monthly billing shall be due and payable on the first day of the month, with or without notice. If the consumer shall neglect or refuse to pay their bill on or before the tenth day of the month it shall be considered delinquent and if not paid within seven days thereafter the water service will be turned off after seven-days’ notice, excluding holidays and weekends, by first class mail to the subscriber, and not turned on again until all back fees and charges are paid, including any penalty charge which the Board of Public Works may, by resolution prescribe.
