It shall be unlawful for any person to engage in the processing, renovating or sale of previously used and reclaimed, re-refined, recleaned or reconditioned lubricating oils, lubricants or mixtures of lubricants or to operate or maintain a bulk gasoline plant or to construct, operate or maintain a wholesale bulk plant for crude petroleum without first securing a permit therefor as provided in § 119.007 of this Chapter.
