It shall be unlawful for any person to sell or offer for sale in any building or structure, or in any open or vacant lot or parcel, any flowers, shrubs, ornamental plants, trees or Christmas trees; unless and until such person has applied for and obtained such business license from the Village Clerk in the manner provided in § 119.007 of this Chapter.
