§ 30.228 POWERS OF THE BUILDING OFFICIAL.
   In addition to the duties set forth in § 30.227 above, the Building Official shall have all power and right as may be necessary to carry out the duties of the Office and the Building Division, including but not limited to the power to issue permits and certificates pursuant to all ordinance and applicable statutory provisions related to buildings and zoning, and to issue stop orders, either orally or in writing, when work is being done in violation of any applicable zoning, building, or other ordinance. In furtherance of the foregoing:
   (A)   The Building Official and/or any duly authorized assistant, inspector, or agent of the Department of Community Development shall have the power to make or cause to be made entry into any building or other premises at any reasonable hour upon reasonable notice for the purpose of making an inspection authorized by this Municipal Code or applicable State statute.
   (B)   Whenever a Village Official (including a member of the Village Police Department) the Building Official and/or any duly authorized assistant, inspector (including the Plumbing Inspector), or agent of the Building Division or the Department of Community Development issues a stop order, work shall not be resumed after the issuance of such stop order, except upon the written permission of the Building Official or the Director of the Department of Community Development. In the event such stop order is issued orally, it shall be reduced to writing within 24 hours of its issuance.
   (C)   When necessary and in accord with applicable ordinances and statutes, the Building Official shall cause the removal of any existing building or other structure.
   (D)   As may be necessary, the Building Official shall have such other power to delegate powers of the Building Official to other employees of the Building Division in order to carry out the duties of the office of Building Official.
   (E)   The Building Official and the employees of the Building Division shall have authority to issue citations and sign complaints in a court of competent jurisdiction for the violation of ordinances or statutes.
