§ 30.227 DUTIES OF THE BUILDING OFFICIAL.
   The Building Official shall have the following duties:
   (A)   To receive all applications required under the Building Code, being Chapter 150 of this Code, issue permits in accordance with applicable ordinances of the Village, and furnish the certificates prescribed by the Building Code.
   (B)   To enforce all ordinance and statutory provisions related to buildings, permits and zoning, including but not limited to the provisions of the Building Code and such other ordinances for the Village as may, from time to time, be committed to the jurisdiction of the Building Department for administra- tion and enforcement in accordance with the ordinances of the Village and to issue stop work orders on construction or alteration or repair of buildings in the Village when such work is being done in violation of any provision of any ordinance relating thereto or in violation of the zoning ordinance.
   (C)   To make all the required inspections or accept reports of inspections by authoritative and recognized services or individuals and, while premises are in the process of being constructed, altered, repaired or removed, to examine premises for which permits and certificates have been issued and to make necessary inspections to see that there has been compliance with all provisions of the Building Code and other applicable ordinances of the Village, and that such construction is proceeding and is completed, in accord with the plans for which a building permit has been issued.
   (D)   To supervise and coordinate housing code enforcement, including but not limited to inspection and enforcement relating to multi-family dwellings, and to inspect existing structures as frequently as may be necessary or as provided in this Code to ascertain whether there is compliance with the ordinances of the Village and the applicable statutes of the State and, when necessary, the removal of any existing obstructions, such as laths, plastering, boarding or partitions which may prevent a perfect inspection, and in addition:
      (1)   To enforce all ordinances relating to plumbing and electrical wiring and equipment and have the current in any wire or conduit turned off whenever this is necessary for the protection of life and property.
      (2)   To enforce the Village ordinances in connection with the plumbing and electrical codes, making inspections of all electrical equipment installed or altered, except such electrical equipment as may be lawfully exempt, and shall require conformity with the electrical regulations of this Code, issue all necessary notices and orders to remove illegal or unsafe conditions, to require the necessary safeguards during construction, to require adequate exitway facilities in existing buildings and structures, and to ensure compliance with all requirements for the safety, health and general welfare of the public.
   (E)   To supervise all employees within the Building Division, including but not limited to, those performing electrical, plumbing, and heating, ventilat- ing and air conditioning inspections.
   (F)   As may be necessary in the interest of the public safety, health and general welfare, to adopt and promulgate rules and regulations to interpret and implement the provisions of the Building Code to secure the intent thereof and to designate requirements applicable because of local climatic or other conditions; but such rules shall not have the effect of waiving working stresses or fire resistive requirements specifically provided in the Building Code or violating accepted engineering practice involving public safety.
   (G)   To forward daily to the Village Manager/ Comptroller such monies collected by him on behalf of the Village and, at least annually, to submit to the Village Manager/Comptroller a written statement of operations in the form and content as shall be prescribed, and to perform such other duties delegated by the Village Manager/Comptroller, the Village President, and/or the President and Board of Trustees.
