§ 97.04 FALSE ALARMS.
   (A)   In order to further the elimination of the cause or causes of false alarms, whenever the Police Department or Fire Department shall notify the alarm-user by issuance of a written warning citation or other written notice delivered to the user personally or by first class mail, the alarm-user shall pay the service charge set forth in the following schedule (false alarm counts shall be separated by alarm type for application of the service charge—e.g. a burglar alarm and a fire alarm shall be applied to separate counts for application of service charges, even if the alarms are transmitted by the same system):
      (1)   Upon the occurrence of a third or fourth false alarm within any given calendar year, the alarm-user shall be billed and shall pay a service charge to the Village equal to $100 each for such third or fourth false alarm. In the event said service charge is not paid within 60 days from the billing date, then the service charge shall be increased to $200.
      (2)   Upon the occurrence of a fifth or sixth false alarm within any given calendar year, the alarm-user shall be billed and shall pay a service charge to the Village equal to $200 each for such fifth or sixth false alarm. In the event said service charge is not paid within 60 days from the billing date, then the service charge shall be increased to $300.
      (3)   Upon the occurrence of a seventh or eighth false alarm within any given calendar year, the alarm-user shall be billed and shall pay a service charge to the Village equal to $300 each for such seventh or eighth false alarm. In the event said service charge is not paid within 60 days from the billing date, then the service charge shall be increased to $400.
      (4)   Upon the occurrence of a ninth or tenth false alarm within any given calendar year, the alarm-user shall be billed and shall pay a service charge to the Village equal to $400 each for such ninth or tenth false alarm. In the event said service charge is not paid within 60 days from the billing date, then the service charge shall be increased to $500.
      (5)   Upon the occurrence of an eleventh or twelfth false alarm within any given calendar year, the alarm-user shall be billed and shall pay a service charge to the Village equal to $500 each for such eleventh or twelfth false alarm. In the event said service charge is not paid within 60 days from the billing date, then the service charge shall be increased to $600.
      (6)   Upon the occurrence of a thirteenth false alarm within any given calendar year, and for each and every false alarm thereafter in the same calendar year, the alarm-user shall be billed and shall pay a service charge to the Village equal to $700 for each such false alarm. In the event said service charge is not paid within 60 days from the billing date, then the service charge shall be increased to $900.
   (B)   No system shall emit a sound for longer than 15 minutes nor shall such sound be similar to those of sirens of emergency vehicles or civil defense warning systems.
