Should any owner neglect or refuse to comply with the requirements of the order issued pursuant to § 93.072, within the time specified therein, it shall be the duty of the Village Clerk to proceed at once to cause the tree to be removed, in which case the owner shall be chargeable with the expenses which may be incurred in the removal thereof, and the Village Clerk is hereby directed to file a lien against the affected real estate pursuant to the provisions of ILCS Ch. 65, Act 5, § 11-20-12.
