If a person served with notice to abate weeds or plants in violation of this subchapter, pursuant to § 93.053, does not abate the nuisance within seven (7) days after the hanger notice period lapses, the Department of Community Development may proceed to issue a violation and abate the nuisance, keeping an account of the expense of the abatement and the expense shall be charged and paid by the owner or occupant.
