No person engaged in the delivery of food or drink intended for human consumption shall enter any premises which are quarantined because of the existence of a contagious or epidemic disease. No containers or bottles shall be removed from any such premises until the termination of the quarantine and no container which has been so removed shall be placed in use for the carrying of food or drink until it has been thoroughly sterilized.
