§ 93.013 SEWAGE.
   It shall be unlawful for any person to maintain, permit, cause, create or contribute to or in any way an open drain, sewer or cesspool and it also shall be unlawful for any person to permit, create, cause or contribute to any unsightly, nauseous or unhealthful condition by failing to properly dispose of sewage or refuse.
